“I believe that in all circumstances I behaved reasonably and legally”

Dominic Cummings, Press Conference

25 May 2020

Facts

After being accused of multiple lockdown breaches, particularly driving to Durham with symptoms of coronavirus, Dominic Cummings gave a public statement from Downing Street.

He said: “I believe that in all circumstances I behaved reasonably and legally,”

Michael Gove then echoed this on BBC Breakfast on 26 May when he said: “It’s clear that Dominic didn’t break the guidelines.” Matt Hancock, Dominic Raab, Michael Gove and Suella Braverman all defended him on Twitter.

An investigation by Durham police ruled that Cummings might have committed a breach of the rules by travelling to Barnard Castle. For an exhaustive analysis, see Full Fact.

Verdict

There is no reason to doubt that Dominic Cummings genuinely believed he acted “reasonably and legally”.
