Facts

Facing Boris Johnson at Prime Minister’s Questions, Keir Starmer said to Boris Johnson: “The Ministerial Code says that Ministers that knowingly mislead parliament will be expected to offer their resignation. Does the Prime Minister believe that applies to him?”

Mr Johnson responded, “Of course.”

This website shows that Mr Johnson has defied Parliament by misleading Parliament well over 70 times.

Verdict

The Prime Minister was restating the constitutional convention, as set out in the ministerial code which he himself had signed,  that ministers who mislead parliament should resign. He did not follow the convention himself.

We approached Boris Johnson's office, No10 Press Office and the Cabinet Office to give them a chance to comment, but received no response.
