As Prime Minister, Boris Johnson is the figure ultimately in charge of Downing Street. He remains in place. So does Britain’s most senior civil servant Simon Case. 

Verdict

Johnson’s boast that “the entire senior management has changed” is false, given that both the Prime Minister and Cabinet Secretary remained in place.
