As the due diligence website Full Fact pointed out 62% of votes cast in Scotland in the 2016 Brexit referendum supported EU membership, and every poll since has shown substantial majority support for EU membership. 

Verdict

Alister Jack was misleading MPs. Since he has not returned to parliament to correct the record he is in breach of the ministerial code. 

We emailed Alister Jack’s office and the Office of the Secretary of State for Scotland offering them the chance to respond. The email was received, but no reply.
