Verdict

There is an overwhelming body of evidence that members of the government, including the Prime Minister and Matthew Hancock when Health Secretary, have failed to exercise personal responsibility, and ignored the Covid lockdown rules they themselves set. 

We approached Matt Hancock’s office to give him a chance to comment. No response.
