In Rishi Sunak's first speech as Prime Minister, delivered outside Downing Street, he promised he would implement the Conservative Party's 2019 manifesto. He explained: "The mandate my party earned in 2019 is not the sole property of any one individual, it is a mandate that belongs to and unites all of us. And the heart of that mandate is our manifesto. I will deliver on its promise." 

Just under a month later, Chancellor Jeremy Hunt confirmed to the Treasury Select Committee that the key manifesto pledge that “nobody needing care should be forced to sell their home to pay for it,” won’t be implemented this Parliament.  As Chancellor, Rishi Sunak broke the 2019 Manifesto promise to spend 0.7 per cent of gross national income on official development assistance, freezing the budget at 0.5 per cent until 2024-25. 

Verdict

Prime Minister Sunak's pledge to deliver on the 2019 general election manifesto was one of a number of false and misleading statements he made in his first address to the nation as Prime Minister.
