Johnson is right to say that between 1997 and 2010 Labour did not begin construction on any new nuclear power stations. Yet in the 12 years since, throughout which the Conservative party has been in power, there have been no new nuclear power stations completed either. Only one nuclear reactor is under construction: Hinkley Point C.

Verdict

The Labour Party has not been in power since 2010. It is absurd for Boris Johnson to blame Labour for the national failure to build nuclear power stations. 

We emailed Boris Johnson's office offering him the chance to respond. The email was received, but no reply.
